European Union regulation of nitrous oxide spans multiple frameworks: the EU Emissions Trading System (EU ETS) captures industrial N₂O emissions, while REACH regulation governs safe handling and chemical information obligations. Additional sector-specific regulations address medical and food-grade applications.
EU ETS Coverage
Since EU ETS Phase II (2008–2012), nitrous oxide emissions from adipic acid, glyoxylic acid, and glyoxal production are covered under Annex I activities. N₂O emissions are converted to CO₂-equivalent using the GWP factor published by the IPCC (currently 273 for AR6). Affected installations must monitor, report, and surrender allowances (EUAs) annually.
REACH Registration
Nitrous oxide (CAS 10024-97-2) is registered under REACH with substance information dossiers covering use descriptors, exposure scenarios for industrial production and use, and medical/dental applications. Specific worker exposure conditions are defined for maintenance activities on N₂O systems.
